DTI Names Greg Godbout Chief Technology Officer
DOVER, Del. —The Delaware Department of Technology and Information (DTI) today announced that Greg Godbout is now serving as Chief Technology Officer (CTO).
“We are excited to have an innovator like Greg join DTI,” said Bob Osmond, Chief Information Officer of DTI. “Greg’s experience with artificial intelligence, federal digital services and private-sector technology leadership makes him an exemplary leader to transform DTI technology services to the next level.”

Godbout brings more than two decades of technology leadership across government and industry. He serves as a Board Director and Chief Revenue Officer of Global Clean Energy Inc.’s (GCEI) AI Division; he was CEO of Flamelit, a data science and AI consultancy, and CEO of AI for Natural Disasters, which GCEI acquired.
In the public sector, Godbout served as CTO and U.S. Digital Services Lead at the U.S. Environmental Protection Agency. He was also the first Executive Director and a co-founder of 18F, the federal government’s digital services unit within the General Services Administration (GSA). He was a 2013 Presidential Innovation Fellow and a Day One Accelerator Fellow, and his honors include the GSA Administrator’s Award, the Federal 100 award, and the FedScoop 50 award.
Godbout holds a degree in economics with a concentration in business from St. Mary’s College of Maryland, a master’s degree in Management of Information Technology from the University of Virginia, and a master’s degree in Business Analytics and AI from New York University.
“I’ve spent most of my career working on how government can use technology to serve people better, and I’m glad to bring that work to Delaware. DTI already has a strong team, and I’m looking forward to working with them to help make state services simpler, secure, and easier for residents to use,” said Godbout.
Godbout assumed the role of CTO on October 5th and reports to CIO Bob Osmond.
The Delaware Department of Technology and Information provides technology leadership, services, and support to Delaware’s state government agencies, working to deliver secure and reliable technology to the people of the First State.
