- Public Hearing for Private to Public Road Upgrade Project - Cecil Road (Kent Island Estates)
Commissioner Chris Corchiarino conducted the hearing on behalf of the Commissioners and noted all legal requirements had been met.
The Cecil Road Special Benefit Tax Assessment Private to Public Road Upgrade Projects Public Hearing is scheduled for September 21st at 6:00pm. This upgrade project was initiated by the community via petition with a public information meeting on January 28th, at the Kent Island Estates Community Hall. Cecil road is approximately 965 lineal feet and the total estimated cost for the upgrade is $115,000. There is a total of 21 property owners within the project limits and the estimated single payment cost per owner is $5,476 or $385 annually for 20-years.

- FY2027-FY2029 Hot-Mix Asphalt Program
Mr. Shane Moore, Chief Roads Engineer, Department of Public Works, submitted to the Board for their approval the FY2027-FY2029 Hot-Mix Asphalt Program.
The Roads Division is requesting $1,462,655 in additional funding to award the FY2027 Hot-Mix Asphalt Resurfacing Program to David A. Bramble, Inc. The program will address approximately 5.55 miles of roads in FY2027 and is part of a larger three-year plan covering 15.66 miles of roadway. The work includes roads needing resurfacing due to age, deferred maintenance (due to SKI Sewer project), or previous tar-and-chip surfaces. During the FY27 budget development process, approximately $1.4 million was cut from the Roads Asphalt Capital Program with the intention of replacing the funds if the Finance Office was able to identify year-end FY26 savings in the operating budget. At this time, such savings have been identified, and we request that the Finance Office transfer funds to the asphalt program capital account to fully fund this maintenance program.

- Systematic Replacement of Fleet Equipment – Six-Wheel Dump Trucks
Mr. Shane Moore, Chief Roads Engineer, Department of Public Works, submitted to the Board for their approval the Systematic Replacement of Fleet Equipment – Six-Wheel Dump Trucks.
The Roads Division is requesting approval to purchase two Freightliner six-wheel dump trucks with snowplows for $526,202 through an existing Sourcewell pre-established government contract. The trucks will replace two older International dump trucks from 2001 and 2002 with high mileage and declining condition. One of the older trucks will be sold, while the other will be kept as a spare for snow removal. The purchase was included in the FY2027 Capital Equipment Budget, and sufficient funding is available.
The Board unanimously agreed to purchase two (2) Freightliner 1085D Plus six-wheel dump trucks with snowplows from National Auto Fleet Group of Watsonville, CA, in the amount of $526,202, via the existing Sourcewell contract #032824-NAF.

The Roads Division is requesting approval to purchase one Caterpillar 926 Wheel Loader with a bucket and snowplows for $281,809 through an existing Sourcewell pre-established government contract. The new loader will replace a 2006 Case loader with 3,800 hours that has excessive rust and will be sold through GovDeals. The purchase was included in the FY2027 Capital Equipment Budget, and sufficient funding is available.
The Board unanimously agreed to purchase one (1) Caterpillar 926-14A Wheel Loader with a 2.25 cubic-yard bucket, a 12’ hydraulic diagonal plow, and a flared V plow from Carter Machinery Company of Felton, DE, in the amount of $281,809, via the existing Sourcewell contract #011723-CAT.

The new truck will replace a 2013 Ford F450 with 230,000 miles, which will be kept as a spare primarily for snow removal. The purchase was included in the FY2027 Capital Equipment Budget, and sufficient funding is available.
The Board unanimously agreed to purchase one (1) Ford F450 one-ton crew cab dump truck with 9’ snowplow from All Roads Trucks of Upper Marlboro, MD, in the amount of $124,316, via the existing Howard County contract #4400005046.

- Upper Shore Workforce Investment Board Chief Local Elected Officials Agreement 2026-2028
This agreement is required under the Workforce Innovation and Opportunity Act. It defines the partnership between the Chief Local Elected Official (CLEO) and the Local Workforce Development Board (LWDB) to ensure strong local governance and accountability for federal workplace development funds. Each CLEO must sign an agreement with their local Workforce Development Board, and the Governor’s Workforce Development Board will maintain copies on file for federal and state monitoring purposes. This agreement outlines the collaboration and governance structure for the local workforce area for a period of no more than two (2) years, effective beginning July 1, 2026, and ending on June 30, 2028.
The Board unanimously agreed to execute the Upper Shore Workforce Investment Board Agreement.

- Revised Human Resources Drug & Alcohol Policy
Ms. Beverly Churchill, Director, Human Resources, submitted to the Board for their approval the Revised Human Resources Drug & Alcohol Policy.
Human Resources submitted proposed revisions for the Drug and Alcohol Policy which are necessary to be in compliance with Senate Bill 439, Employment Discrimination – Fire and Rescue Public Safety employees – Use of Medical Cannabis. These revisions have been reviewed by our labor attorney.
The Board unanimously agreed to adopt the revised Human Resources Drug & Alcohol Policy to be effective October 1, 2026.

- Proclamation No. 26-26 Suicide Prevention Month
Commissioner McLaughlin read Proclamation No. 26-26 Suicide Prevention Month.
WHEREAS, suicide remains a significant public health concern across the United States, with 48,824 Americans dying by suicide in 2024, the most recently available data, an average of approximately one life lost every 11 minutes; and
WHEREAS, the impact extends far beyond those deaths, with an estimated 14.3 million U.S. adults reporting serious thoughts of suicide in 2024, underscoring the importance of prevention, early intervention, and access to mental health support; and
WHEREAS, in Maryland, 630 residents died by suicide in 2024, highlighting the continued need for communities across the state to strengthen suicide prevention, connection, and access to care; and
WHEREAS, here in Queen Anne’s County, the most recent Maryland Youth Risk Behavior Surveillance Survey taken in 2024 found that about one in seven (13.9%) Queen Anne’s County high school students reported seriously considering attempting suicide in the previous 12 months and 6.6% reported attempting suicide during that period; among middle school students, about one in six (17.1%) reported ever seriously considering suicide and one in sixteen (6.3%) reported ever actually attempting suicide; and
WHEREAS, suicide prevention is a shared community responsibility, and connection, open conversation, timely intervention, and accessible behavioral health care can help protect lives and ensure that people experiencing emotional distress do not face it alone.
NOW, THEREFORE, WE, THE COUNTY COMMISSIONERS OF QUEEN ANNE’S COUNTY, MARYLAND, do hereby proclaim the month of September as No Matter What… You Matter Suicide Prevention Month and recognize suicide as a significant public health concern and affirm suicide prevention and mental health support as priorities for our community and encourage every resident to help create a community in which people know that they matter, that help is available, and that asking for support is a sign of strength.
- Resolution No. 26-15 Temporary Signs on County Property
A RESOLUTION OF THE COUNTY COMMISSIONERS OF QUEEN ANNE’S COUNTY, MARYLAND, ADOPTING A POLICY REGARDING TEMPORARY SIGNS ON COUNTY PROPERTY AND RIGHTS OF WAY.
WHEREAS, Queen Anne’s County does not currently regulate the placement of signs, including temporary signs, on County property and County rights of way except for County Parks which prohibit attaching or posting notices or signs on park property except by permit.
AND WHEREAS, Queen Anne’s County wishes to discourage the proliferation of such signs on County owned lands and rights of way.
NOW THEREFORE BE IT RESOLVED this 21st day of September, 2026, by the County Commissioners of Queen Anne’s County that it shall be the policy of Queen Anne’s County that no sign, temporary or otherwise, shall be posted, displayed or attached to County property, including County roads and rights of way unless expressly approved by the County Administrator or his or her designee. This policy shall apply to all County-owned land and property except County Parks which shall continue to be governed by Section 22-19 of the Code of Public Local Laws.

- Queen Anne’s County Community Reinvestment and Repair Fund Distribution Plan
Ms. Rachael Carmody, Local Management Board Administrator, submitted to the board for their review and approval the Queen Anne’s County Community Reinvestment and Repair Fund Distribution Plan.
This item is seeking County Commissioner approval for the Community Reinvestment and Repair Fund (CRRF) Distribution Plan before submitting it to the Maryland Office of Social Equity in October. The CRRF, established through Maryland’s 2023 Cannabis Reform Act, provides cannabis tax revenue to support social equity, economic development, and community needs. The County’s Community Reinvestment and Repair Committee (CRRC) developed the plan using local data, community feedback, and existing County planning efforts to identify and rank community priorities for funding. The Local Management Board oversees the program’s administration and compliance with State requirements. New regulations effective June 30, 2026, require the plan to include community needs assessments, public input, and outreach to low-income communities. The funding priorities include: 1) youth development and academic success, 2) housing stability and homelessness prevention, 3) economic opportunity and entrepreneurship and 4) emerging and changing community needs. The proposed plan was presented at a public hearing on September 14, 2026, and was ratified by the Local Management Board on September 16, 2026. It is now ready for final approval by the Commissioners and submission to the State.

WHEREAS, Queen Anne’s County Economic & Tourism Development is an active member of the Maryland Economic Development Association (MEDA), a nonprofit organization established in 1961 whose mission is to enhance the knowledge and skills of its members, encourage partnerships and networking among people committed to bringing jobs and capital to Maryland, and promote economic development as an investment in Maryland; and
WHEREAS, MEDA members promote statewide economic well-being by working to improve Maryland’s business climate and the professionalism of those in the field of economic development, including other professionals with a direct interest in Maryland’s economy. Through regular educational meetings, special programs, and community-driven projects, MEDA members address diverse issues; and
WHEREAS, Economic Development Week provides the opportunity for community-minded organizations to collaborate and share strategies, programs, and best practices for advancing Maryland’s economy; and
WHEREAS, Economic Developers promote economic well-being and quality of life for their communities by creating, retaining, and expanding jobs that facilitate growth, enhance wealth, and provide a stable tax base, and

- Annexation of the Lands of Providence at Town of Centreville LLC – Zoning Waiver Request
Ms. Stephanie Jones, Principal Planner, Planning and Zoning, submitted to the Board for their approval the Annexation of the Lands of Providence at Town of Centreville LLC – Zoning Waiver Request.
Providence Farm was annexed into the Town of Centreville in September 2024 and is planned for mixed-use development. Since the Town’s proposed Traditional Neighborhood Development (TND) zoning allows different uses and higher density than the County’s Agricultural zoning, the Town is requesting a waiver of the State’s five-year zoning hold. The Planning Commission unanimously recommended approval of the waiver and Town’s proposed TND zoning, as well as Commercial (C-2) zoning for 10 acres proposed to be dedicated to the County for future government use.
The Board unanimously agreed to provide express zoning approval to the Town of Centreville regarding the application of the 5-year zoning waiver as required by Md. Local Government Code Ann. §4-416 [Annexation. Planning and zoning authority] for the lands of Providence at Centreville LLC, commonly known as Providence Farm (Map 44F, Parcel 60), to be zoned Traditional Neighborhood District (TND). In addition, the County Commissioners support the zoning of Commercial (C-2) zoning district on the 10 acres of land to be conveyed to the County Commissioners.

- Providence at Centreville, LLC Termination of Open Space
Ms. Stephanie Jones, Principal Planner, Planning and Zoning, submitted to the Board for their approval the Providence at Centreville, LLC Termination of Open Space.
Providence Farm located at the intersection of Ruthsburg Road (MD Route 304) and Rolling Bridge Road, was annexed into the Town of Centreville on September 5, 2024. The property is currently subject to a 155.986-acre Deed of Open Space Easement resulting from the Providence Farm cluster subdivision approved in 2001. The property owner has now requested termination of the open-space easement. Both State and County regulations allow the easement to be terminated following annexation by a municipality. The Town of Centreville supports the termination of the open space easement. The Board of Education also approved termination of 2.1 acres of open space located on part of their property at Kennard Elementary. The Planning Commission recommended unanimously on March 12, 2026, that the County Commissioners approve termination of the 155.986-acre easement, with the Board of Education included as a party to (their) termination document.
The Board unanimously agreed to terminate the 155.986 acres of open space located on the lands known as Providence Farm (Map 44F, Parcel 60) and the Queen Anne’s County Board of Education (Map 44F, Parcel 576, Lot 1) through execution of the Termination of Open Space Easement.

- Providence Farm 10-Acre Land Dedication to County
This agreement is to Convey Real Estate, a deed from Providence Farm at Centreville, LLC to the County Commissioners for a 10-acre parcel. This conveyance will add to the remaining adjacent County property to be used for future government facilities. Following full execution of these documents, the County Attorney will hold them in escrow, while the Owner pursues subdivision approval from the Town of Centreville (for the 10-acre parcel). The County and the Owner agree that the Deed for the 10-acre parcel will not be transferred/recorded until the conditions in the Agreement to Convey Real Estate have been satisfied.

- 2011 Comprehensive Water and Sewerage Plan (CWSP) Amendment 11-28 – Decision
Providence Farm, a 279-acre agricultural property recently annexed into the Town of Centreville, is being considered for a Comprehensive Water and Sewer Plan Amendment. The proposal would change the property’s designation from S-6/W-6 (No Planned Service) to S-3/W-3 (Future Service) to reflect the annexation and anticipated future development. A future amendment to S-2/W-2 would be needed to establish the specific development plans. A public hearing was held on August 25, 2026, and no additional public comments have been received as of September 14.
The Board unanimously agreed to approve the Amendment to upgrade the sewer and water service designation from S-6/W-6 to S-3/W-3 for the property known as ‘Providence Farm’ in recognition of its recent annexation into the Town of Centreville’s incorporated limits.

- 2026 Comprehensive Water and Sewerage Plan (CWSP)
The County is beginning the adoption process for the 2026 Comprehensive Water and Sewerage Plan, with a public hearing planned for October 27, 2026 and adoption targeted for November 10, 2026. The Planning Commission has recommended adoption. The updated Plan primarily provides an inventory of existing and planned water and sewer facilities, incorporates 28 previous amendments and updates from incorporated towns, and addresses areas with public health concerns. A key issue is that the Kent Island wastewater treatment plant is now at its regulatory capacity following a 10% capacity increase, largely due to limits on nitrogen discharged into the Chesapeake Bay. The Plan also includes an Allocation Policy that guides how remaining water and sewer capacity is distributed, with priority given to areas of public health concern and certain commercial and residential uses.
- Marling Farms & Dominion Public Health Concern Area Update No. 1
Staff continues to advance planning for the Marling Farms and Dominion Public Health Concern Areas, which include 504 improved properties, 77 vacant unbuildable lots, and 5 vacant buildable lots. Key challenges include the relatively small number of unbuildable lots available to help offset costs to existing homeowners and the potential need for significant upgrades to Pump Station No. 2 to handle additional wastewater flow. Staff plans to retain a second engineering firm to review the hydraulic model and develop options for the pump station. State funding will be essential, and the County must first obtain a Public Health Exemption through MDE and the Smart Growth Coordinating Committee. Project information is expected to be submitted to MDE in October, with a funding application due January 31, 2027. Broader public outreach is recommended once funding, project costs, and potential homeowner impacts are better defined.
